Plans have been lodged to create new family hubs in High Wycombe and Burnham.

Buckinghamshire Council is proposing to open Best Start Family Hubs in the two areas through its Best Start in Life programme, which aims to improve early years and family support by offering joined-up services for families with young children.

The proposals will go before the council’s cabinet for approval on May 12.

Councillor Carl Jackson, cabinet member for education and children’s services, said: "These proposals will allow Buckinghamshire Council to build on the positive start we have made to our Best Start Family Hub programme and ensure council buildings are used in ways which bring the biggest benefits to local people.

"The plans for new Best Start Family Hubs in High Wycombe and Burnham will make it easier for families in those areas to access the support they need, when they need it."

The hubs will offer a range of support including parenting advice, financial and housing guidance, infant feeding support, early help for children with special educational needs and disabilities (SEND), health visiting, and mental health services.

Earlier this year, Elmhurst Family Centre in Aylesbury was designated as Buckinghamshire’s first Best Start Family Hub.

High Wycombe and Burnham have been identified for the next hubs due to lower educational outcomes among disadvantaged children in those areas compared to the rest of the county.

Work is underway to identify a suitable site in High Wycombe that will be accessible to families and large enough to host multiple services under one roof.

In Burnham, the council has proposed redeveloping a council-owned site into a family support facility.

This would involve repurposing the site to serve as a community asset and improving links with health and community services.

Burnham has been prioritised partly due to limited space at the existing family centre.

The council decided in September 2025, following public consultation, to discontinue adult respite services at the site as part of adult services reorganisation.

That decision has not changed.

The plan to transform the site also takes into account new government requirements on the location of Best Start Family Hubs.

Council feasibility studies have found that the site is well-suited to support expanded early years and family services.

If approved, the Burnham hub would initially focus on early years and family support, with the potential to develop into a broader community hub over time, guided by further community engagement.
