Detailed plans to build a 60-bed care home alongside a package of sports upgrades at Amersham and Chiltern Rugby Football Club are set to go before councillors.

The application has been called in for determination by Buckinghamshire Council’s east and south area planning committee by councillors Kelly Thornton and Dominic Pinkney.

Planning officers have recommended the scheme for approval, subject to planning conditions and the completion of a legal agreement securing healthcare contributions and travel plan monitoring.

The proposal is being brought forward by the club in partnership with Zephyr X.

They say the scheme would address an urgent demand for high-quality elderly care in Amersham while delivering long-promised improvements to the club’s facilities.

The three-storey 60-bed care home is earmarked for the south-east corner of the site.

Developers say the home will follow a modern ‘household’ model, with clusters of 10 ensuite bedrooms, alongside a café, shop, hair salon, lounges, and activity spaces to support residents’ quality of life.

The wider proposals include major upgrades across the club’s grounds. The clubhouse would see the addition of a new manager’s office, a single-storey extension for storage, a waiting room linking to a new gym, and improved facilities such as new ladies’ toilets.

Car parking will be reconfigured, with a coach turning area created and the north car park resurfaced and formalised to provide 86 spaces.

A new Rugby Football Union-standard 3G artificial pitch is planned to replace the existing training pitch, which has suffered repeated flooding.

The all-weather facility will include storage, a decontamination area and a three-metre-wide spectator zone along its northern side.

Four padel courts are proposed north of the new pitch, complete with enclosures, canopy covers and floodlighting to allow year-round play.

Alongside them, a dedicated minis training area would give the club’s youngest players a safe space to develop their skills, separated from the 3G pitch and nearby vehicle movements.

Further upgrades are also planned for spectators and visitors. The existing astroturf between the clubhouse and the first team pitch will be replaced with new astroturf, while a new patio will provide a space for fans.

A multi-use astroturf zone will also support fitness classes and informal training. Access into the site will continue from Ash Grove but with new safety measures, including kerbs, road markings, visibility splays and a two-metre-wide pedestrian footpath along the southern side.

A new internal access road for the care home will run along the eastern boundary. The proposals also feature a new perimeter path linking the padel courts, minis area and 3G pitch.

The application is due to be considered by councillors at the meeting on June 16, starting at 6.30pm, in the High Wycombe Council Chamber, Queen Victoria Road.
